In the CAD tools I use it is easier and quicker to create missing
footprints than to try to find them elsewhere. Only takes a bit longer
than to verify an existing footprint and schematic symbol.

You really ought to verify all symbols and footprints as errors are not
uncommon. If you send a board out and its wrong, its not the tool's
fault but yours.

You can create your own library for protel99se or you can download libraries for protelDXP.

library. I've put up a lib for orcad and protel99 there.
