It is used in frequency counters. For example if you want to measure
a frequency say 700 Mhz but your frequency counter has a maximum Fin
of only 10 Mhz then you need to use a divide by 100 Prescaler. What
happens is that the 700Mhz input frequency is converted to 7Mhz so
that it can be read by the 10Mhz frequency counter. This is actually
an integrated circuit manufactured by motorola part no. MC10H016 or
MC10E016 this ic belongs to the ECL 10KH family of devices. Of
course you still need an ECL to TTL translator. This ic can divide
by 2,4,8,16 .... up to 256 by shorting some specific pins in other
words pin programmable. here is the datasheet
