I'm afraid that you are. I found this document

which, if you look at page 18 you'll see states that the
chip requires 12.25V on XIRQ-/Vppe for programming to take place.

If you look at page 6 you'll see that the 80 pin TQFP does not spec.
Vppe, which leads me to believe that the EPROM/OTPROM '711K4 is supplied
only in the 84 pin PLCC/CLCC. On pages 2 and 3 you'll find that no
version of the K4 has a part number given for an EPROM/OTPROM version in
the TQFP, further convincing me that the EPROM/OTPROM is only in the
PLCC/CLCC package. On page 5 you'll see that XIRQ-/Vppe is on pin 21 for
this package.

The pin connection list you sent does not include this pin.
I reproduce it here:

Since you cannot supply programming voltage to the chip using this
connector, and this voltage is required for programming, you cannot
program the chip on the board using only the connector.

That's the way it seems to me. Someone else may have a different
opinion.
