Yes, they do. I got a couple of LPC2103 samples out of them when it was a
new device and I couldn't get them locally.

I should have said that if samples for a particular device are available,
you can order them via the Philips web site. There should be a link on the
web page for the device. You can often get them from your Philips
distributor, as well. I've done that on one or two occasions but they
usually want to know all about the project, sales volumes, etc.
