hello friend,
i would like to know how to load the program(code) into lpc 2148 usb quick start board i mean the cable or connect to connect board to computer

If it is this board, I believe it is programmed using the serial port and ISP:

Near the bottom of the Specifications is the statement:
"Simple and automatic program download (ISP) via serial channel. Circuit that automatically controls the bootloader from RS232 channel"

It seems to be the same as every other LPC2148 board.

I've got one. It's plugged in to the EA prototyping board, and I use
Rowley CrossWorks with the CrossConnect JTAG adapter.

We support the programming of the EA LPC2148 USB Quickstart board. You just have to connect its UART connector using an RS232 cable to a COM port on the PC. If you use the Oberon programming language you can program it directly with the compiled and linked 'bin' file using the 'Upload' command on our Astrobe for LPC2000 IDE:

Alternatively, FlashMagic can be used to upload an LPC2148- compatible HEX file created by Astrobe or any other programming language or development system:
