Could someone point me to a place to purchase a hex keypad that would be
enclosed in a small plastic case,

Making it a little more rugged?

I can't give you a part number or source offhand, but I know that such
things exist - years ago, I utilized a 4x4 weatherproofed keypad (with
rubber-encased keys) in a project - a specialized, mcu-controlled
engine generator set designed to operate in rough climates. I believe
that Grayhill was the manufacturer of the keypad. I think I still
have a few of these keypads in my "junk box" but it's not to hand
right now so I can't give you any specific part numbers :(

As previously suggested, check the major electronics parts mail-order
distributors, such as Digi-Key, Mouser, Newark, et. al. - one of them
is bound to stock what you're looking for.
