For the MC68HC11 simply wire-wrap your own board using the schematics from Fig. 2-22 or 2-23 of the Pink Book. All the material you need can come from your junk box or is easily obtainable from http://www.digikey.com It does take some wire-wrap skills but is really quite easy and dirt cheap. For assembler, use the Motorola freeware assembler. For a debugger, get Jbug11 from John Beatty (also freeware).
