First of all: Did you build the hardware by your own? If so, how is
the reset curcuit done? I like to use the MAX703 from Maxim. The reset
is clean all the time - low power, turn on, etc.

The next, you can use LEDs to indicate RxD und TxD on your RS232 IC.
After Reset there is a defined state.
