Use a voice recorder/playback device such as ISD2590. It is made by
Winbond.
It has address lines that you can use to select the audio segment
you want to play.

PETER IF YOU WANT TO GO THE isd WAY, as suggested by Augusto i HAVE
LOADS OF THESE CHIPS LYING AROUND DOING NOTHING, THEY are easy to use
and quite decent quality,. You're certainly welcome to grab a few.

This one has me thinking. There are solutions from an epson device
What has been posted. But, what are your objectives and conditions?
How large a run do you expect?
What I mean is that there is the other end where you want to keep real
estate/cost down and have the spare processor time to handle it. Yea, it
takes a little more work than using the ISD product.
Pricing
The other end, this is what I found first.
I'd encode on a box. Depending on your project you could flash in
circuit or before soldering. Cost is a cheap 8 pin eeprom and filtered
speaker driver.
