First of all, the chip automatically sets 9600,n,8,1 following reset.
Don't worry about it.
However, you probably have a "cosmic wedgie" where the OOPic is jammed
up. There is a schematic here:

Note the ESTOP pads in the upper left corner of the schematic.
Shorting these together, resetting the board and attempting to
download a program should be the same as removing the EEPROM.
ALWAYS put OOPic.delay=500 as the first executable statement. Use
=5000 for V6 of the IDE.
