I Have made my own universal PIC programmer which as low as $90 from Pakistan. If you interested then ask for detail.

Get yourself a Junebug, by Blueroom Electronics. Super nice and fast
PICkit2 clone with bonus 18F1320 tutor onboard. Good programmer. I own
one and I'm very happy with it.
The Inchworm+ with Unicorn USB board is good too. It's an ICD2 clone.
Without the Unicorn it's an ICD2 clone with no USB - serial only. A
bit slower that way. USB is fast.
