There are some Zigbee devices that would get around the Bluetooth
licensing. I think there' even a Zigbee phone.

If I want to push audio from an embedded device to a
Bluetooth headset, is it as easy as hooking up a BT module
to a microcontroller and stuffing audio data into the module?
