Use the RF transceiver chips used in RC toy applications (for example). Realtek used to sell these, not sure if they still do.

  Could the experts from this form suggest a suitable development (embedded)

Our ER25 PICmicro WLAN board is used for robotics control, and the underlying technology has been incorporated into a standalone motor control board, see www.roboticsgroup.com Jeremy Bentham Iosoft Ltd.

 Thanks for you advice. It seems like a viable solution, but there are 
several limitations
1) How is it is to interface PDA to a DC motor + encoder
2) Price. We need to build several dozens and they need to be as small 
possible.
