Hi
Steppers are notoriously short on power if you just go
off their mass compared to dc motors and running them
on reduced voltage just makes things a lot worse.
Running off 9v you will only be getting about half the
12v torque. Normally steppers are run off higher
voltages with dropper resistors or electronic current
management. Google for stepper info. Servos are by far
your best bet and much easier to drive. If they are
driving wheels make sure they can turn continously.

Going to half steps helped, but not to the extent that I'd hoped for. I guess I'm either going to have to try 12 volts, or go to servo motors. I was hoping someone could tell me if I'd be better off one way or another. ( EG Stay with the steppers, or go to Modified Servos )

What does your stepper pattern look like? Are you overlapping the pulses as you switch from one coil to the next? (half-stepping). This makes a big difference in the torque you'll get, compared to pulsing one coil, waiting, then pulsing the next coil etc. >
