All of what you describe is also happening with me..
The "Halting BasicX" pop-up disapears but usually show-up elsewhere if you do Alt-Tab...
The EEPROM download error also appears most of the times in my case but with no consequence, meaning, I still can downlaod and run the program...
Are you sure you monitor port is opened?(this port may be different from the downlaod port)

Hi Everybody,

I've messed with Basic Stamps for a while and have upgraded to
BasicX products, primarily the BX24 Development Station.
Unfortunately, I'm running into errors on the most basic of things,
downloading the Hello World program.

When I push the F5 button to compile, download, and run, I see a
window pop up that says "Halting BasicX" a few times, but it
disappears. However, then another window pops up that says "EEPROM

"Error verifying internal EEPROM: Length error"

Meanwhile, in the background it says:

Verifying external EEPROM
Verify OK
*** Download Error

My PC is a WindowsXP SP3, with an FTDI-based USB-to-serial converter
on it. This converter worked great on the Basic Stamp products.
I'm running the BX24 board with the power supply from Netmedia. I'm
Netmedia all the way -except- for the USB-to-serial converter.

Possible Solution (that failed):
I've read that sometimes the ground simply isn't proper. I've
tested that and it made no difference.

Possible Solution (that failed):
I've heard that all you do is change the FIFO settings on the
Advanced tab on the COM settings, but there are no FIFO settings
options on the COM settings (at least not in WinXP SP3).

I'm new to the BasicX and would like to at least get the first
program working.
