Does it come with a programmer? If not, you will have to buy or make one.
The SP12 programmer is very simple, I've used it for years:

Bear in mind that the '2313 is obsolete, and has been replaced by the
Tiny2313 - cheaper, faster and with lots more stuff on the chip. They are
pin-compatible.

can you believe it I just ordered a AT90S2313 development board from
futurlec after going through your site. I was hovering about to make a
