I'm pretty sure National Instruments "LabView" software can do everything
you want.

using graphics to show fuel levels, voltage readings, data of engine
performance.

Is there software around that can read the RS232 port and show a analog
meter on the screen like a digital meter, instead of using a oscilliscope or

Of course a interface would be needed but just trying to find a high end
graphics read out of data coming into the RS 232 port has not been
impossible.
