Sure - start with hardware user manuals and assembler language - you will need
all that to get the interrupt-handling, synchronization, scheduler/dispatche r
and memory-manager working. You will need a good development system with
hardware debugger.

What is the time frame that you are looking at? Developing an RTOS is not a
very simple thing to do. As someone rightly suggested; try using the
available free RTOS like FreeRtos, Tnkernel; may be you also wanna have a
look at http://code.google.com/p/blueboard-lpc214x/.
