IRQE does not affect the opcodes, they read the pin direct.
The schematic is on page 87 of the databook/sheet ( "figure 1" ).

The bit in the MOR that controls the int pin for edge or edge & level
sensitivity, does that apply only for interrupts, or also for BIH & BIL
instructions?
