I have the same problem Whitch ICD2 and 16F628.
I use the ICD2 for debugger. And any PIC's have ICD suppurt. 16F628 have
not ICD suport. But 16F628A have support. you can use it for debug.
For Programing Chip use a Programmer. I use Micropro PIC Programmer
I have make it by myself and it work perfect.

issue. My ICD-2 on MPLAB 6.60 says that the programmer
the 16F628. The MC website says it will program it, but
