DIP or surface mount? How about a Chip Clip and a programmer like the
Microchip ICD2? MCLR/Vpp would have to be clear. And the other
programming pins could not be connected to things that would bother the
programmer. In all there are a maximum of 6 connections.
The max3233e would only help if the PIC already had a boot loader.
