Prototype on a controlled-impedance PCB or use a Mini-Circuits evaluation fixture or solder-down footprint on an RF test board. Use standard RF test equipment (signal generator, spectrum analyzer, vector network analyzer) to verify gain, return loss, and stability under your bias and load conditions.
