Help::::::::::Schematic of 28c64 interfacing with 8051

Hi,
    I have tried interfacing 28c64 with 8051 using 74ls573.. exact
eeprom ic no. is D28c64c-25.
First I wrote a simple program to write single byte in first location
of eeprom by tying WR of 8051and WE of 28c64..I kept OE high.. And LE
of 74ls573 to ground.. I have connected higher address A8 to A12 from
port P2 directly to 28c64..

                                      When I was trying to read the
same data by connecting RD of 8051 to OE of 28c64 and leaving WE, WR
open it was not getting read....

                                        Can anyone help me out with
this problem asap.... Awaiting solution..........
