The calculation rules for the frequency fee in Finland is quite
complicated depending on category, frequency used, type of channel,
capital area/rural etc. My guess based on some example cases is that
it would cost about 20 euros/transmitter/year.

That is not expensive. As long as they resist the temptation to tack on 
a lot of taxes ;-)
