Programming to USB / RS232

Group - I know its a little bit off topic, but I am not sure where
else to turn:

I am looking for suggestions for development organizations that can
help write middle layer / driver logic that can receive web service
like requests and translate these requests into simple commands that
can be sent to an external device via a USB and/or serial port.

The ideal organization will have the following experience:
- Writing Windows and/or Linux drivers that are able to both read from
and send requests to external hardware devices
- Deep knowledge of serial and USB drivers
- A deep understanding of both XML and WebServices

Any help or direction is greatly appreciated.
