Those are the limits of my ad hoc research on the matter. The best way to do it seems to me to be to make use of a macro assembler for almost any microprocessor, and write a set of sixteen or so macros for the sixteen instructions. You then write the code - that's it! This is the technique I use to write code for state machines, which is almost the same requirement.
