LPC 2148 JTAG issue

Dear LPC2148 users, :-)
I'm using

LPC2148FBD64

In my design and when I hook it up throug the JTAG for programming, I
get the following error.

Received 0XFFFFFFFF as code ID. No communication with Core

Could not find a device on JTAG chain. Too few devices on the JTAG bus.
IR Pre bits:0, Total IR bits:0

My code seems to be working on IAR eval board, but I have problems
establishing communication with my board.

Hi,

Your JTAG interface is not working properly.
Most likely it is either a connection problem or
the JTAG pins on lpc2148 are not in debug (JTAG) mode.
To enable JTAG there should be a jumper on your board
that pulls P1.26 (RTCK) low.

You can check this thread for a step by step instructions
on how to do check that JTAG pins are in debug mode.
