JTAG is no working in LPC2387..

I designed a small simple board using LPC2387. However, JTAG interface
does not respond to my Wiggler clone. I watched the signals and found
that all TDI, TMS, TRST, TCK signals are present but TDO signal coming
from LPC stays high -I think it is also because of pull up resistor I
placed.

What might be missing? Am I missing to connect some pins to somewhere
to enable the JTAG interface? Or a sequence on boot?

PS: I am really disappointed by Philips' documentation again. I say
again because I've used their different sets of components including
thousands of EURO price tagged xray units. The problem was the same
and the missing information was filled by a lot of talking. When I
started using NXP there I was an afraid of documentation, and I have
more now. I used STR's chips and following the documents my design
just worked at first trial. However for LPC2387 there is unbelievably
small subset of insufficient documents..

Does the JTAG I/F work with a known functioning board?

Hi,

A.F.A.I.K, the 2387 is a slightly new part. However, the problem you describe is very similar to what I suffered a couple of months with my first 23xx part, and I know 23xx share lot of same modules inside.

You don't mention the tool you use for programming/debugging through JTAG, but this solved my problem: Reduce clock speed of the JTAG to 100KHz or less, and if possible use the RTCLK option.
