Try Olimex: http://www.olimex.com

Quality isn't outstanding but they are cheap. They can do down to 8 mil
tracks.

check out PCB4U.COM for low cost.
25 2x2" pcbs 2sided with silk screen are probably <$5 each <2 week
turnaround

I was looking around for cheap manufacture of a PCB for my MSc
dissertation and found this site. They have a big list of all of
the main CAD/CAM packages and Gerber viewers. They have even
given each a little write up (1-2 sentences) with links to free
versions and downloads. Maybe worth a look...

Does anyone know of a good source for low cost prototype PCB
manufacture? I need to make around 25-50 small (2"x2") boards
with small tracks. My uni can not create very small SMT designs.

we use them at work and make very good boards. I just got some made 
for 100 dolllars
