I remembered the old advice "Use the force: read the source" and looked into NET.LIB. It seems there is an option IFG_DHCP_FELLBACK:
#define IFG_DHCP_FELLBACK 395 // Get DHCP fallback status [int *]

That being said, I still believe the best option is to implement your own fallback mechanism.
