Codesourcery for the toolchain
Openocd and gdb for the debugging
Ecplise with the GNUARM plugin for the IDE
With this you should be setup for Free to code for any arm !

Check the vendor website for the board you are targeting for fee cross
development toolchains. There are also loads of free linux dev
environments you can run in a vm.
