Ethernet unused pins

Can someone explain me why the 4 unused pins
on an Ethernet RJ45 connector (4,5,7 and 8) are
first tied together (4 with 5, 7 with 8) and then
connected via resistors to a cap.

Is this an EMI issue or am I missing something?
