Depends on which chip you are using. The AT91 ARM7s need a JTAG interface unless you have a combo chip with internal flash. They get delivered with preprogrammed flash. The AT91RM9200 has a cool bootrom which will check if the flash is programmed and if so, boot from the flash otherwise it will establish an X-Modem communication on the debug UART or Device Firmware Upgrade via USB. Both method will only require a standard PC and a standard serial cable.
