Drivers are installed with the IDE
(e.g. C:\nxp\lpcxpresso\LPC-Link_Driver). Note that it seems they're
32-bit only for the moment. Protocol is not documented, but you might
have some luck using crt_emu_lpc11_13_nxp.exe to flash.

Here's a blog that has some advice on using FlashMagic or USB
bootloader to flash directly to the target:
