Come on,

as Kevin pointed out, any compiler besides plain GNU that you would purchase costs a multiple of J-Link. If you are "acquiring" the compilers other than a legal license, you should not ask for support.
So, you ask whether a $300 tool will support Keil (several k$ or CrossWorks >1k$), yes it does and it is penny wise and pound foolish to make a decision based on this fact.

Nevertheless, going with Keil I would also go with ULink2 because this combination has been tested in every detail. I have a J-Link and it works with Keil and IAR that's for sure. There are Application Notes on the segger.com website about using J-Link with GNU, there is a document on the Rowley website how to use J-Link with Crossworks. Now, please go and purchase one and try it out yourself.

An Engineer's Guide to the LPC2100 Series

I checked their website and it is true, Segger is the Swiss-army knife of
debuggers. This is something that has happen in the last 2 years. That ARM11
project started 3 years ago and ended 9 months later.

Nope. J-Link works with ARM11, I myself use IAR with a Phytec i.MX35 and
it just works fine.

And thats not $$$$$$, only $$$ :-)
